The primary purpose of this position is: The incumbent provides advice and data science expertise, planning, direction, organization, and Team Lead over nonsupervisory data science employees assigned to the A29O Data Operations Branch. Provides management oversight for a wide range of highly complex, highly visible initiatives and projects focused on the discovery and development of cutting-edge tools and resources to easily access, store, analyze, and exchange complex, high-quality data.

Duties

DUTY 1: Plans, organizes, and directs data science team expertise in planning, designing, developing, and implementing novel, state-of-the-art data science applications, models, technologies, and guiding principles for data use and analysis in direct support of ACC/A2's mission and programs. DUTY 2: Leverages the latest data science innovations in alternative data sourcing, such as the use of administrative records and other data sources. DUTY 3: Provides expertise to define data requirements and integration of enabling technologies to collect, extract, engineer, and transform data from traditional and non-traditional sources. DUTY 4: Evaluation and Assessment of New Technologies. DUTY 5: Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and data science system development concepts.

  • Must have a Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline or equivalent experience.
  • A master’s degree in a technical related field is highly desired.
  • A nationally recognized professional certification in Data Science, Data Analytics, or a directly related sub-field; and professional experience in operations research or computer science is highly desirable.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, concepts, and practices in a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. Knowledge and experience working with large and complex data sets and performing extensive analysis of volumes of data and designing and delivering frameworks to facilitate the data development lifecycle and design, implementation integration and maintenance of the pipeline and data warehouse and transitions to cloud-based data solutions. Note: You must submit a copy of official transcripts & creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new data science models to resolve the most difficult problems and to achieve support for alternative solutions within the AF intelligence community. Knowledge and skill of defense department or private sector C4 systems, data science, Big Data analytics, machine learning, artificial intelligence, and cognitive science. Includes operations research analysis techniques and scientific/analytical capabilities. Knowledge and understanding of agency, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Skill in leading/participating in advanced data science teams to apply analytical and evaluative techniques to explore new ideas, projects, and methodologies to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs. Ability to plan, organize, and direct the functions and staff, supervise, mentor, motivate, and appraise the staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
