Duty Location: Folsom, California, Sacramento, California, and Willows, California

Duties
Serves as a deputy to the Construction Engineer of the Willows Construction Office (WCO) involved in the planning, coordinating managing and directing a full range of program and office functions to meet WCO's mission and program goals.
Provides managerial oversight and direction of pre-construction, construction and post construction activities.
Reviews/approves preconstruction, specification designs, cost estimates, construction considerations, schedules, and related work.
Directs project management activities for various projects to include development and coordination of design parameters, environmental analysis constraints, existing water and power constraints, development of acquisition plans and source selection plans.
Represents WCO in meetings with functional managers, project managers, key officials and with project partners and sponsors of other federal and state agencies on matters related to the design, biddability, constructability operability and related aspects of construction projects.
Interfaces and coordinates with Regional staff, Area Offices, other Reclamation Regions, and the Denver Office throughout project stages (planning, design, contracting, pre-post construction activities and legal and environmental issues) to plan and define project requirements and resolve engineering and construction problems.
Performs the full range of personnel management duties.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience managing complex multi-million dollar water resources construction projects which entails overseeing construction operations, inspections, safety and materials testing; construction contract administration; analyzing problems encountered prior to and during construction; and leading/supervising multi-discipline staff in support of a construction management program. Experience as a supervisor or senior leading an interdisciplinary team of professionals to support project implementation, and reviewing and approving, cost estimates, construction specifications in support of complex multi-million-dollar water resources construction and rehabilitation projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
