Position is located in Alaska Area Native Health Service, Office of Financial Management, Anchorage, AK. Alaska Area is a regional office within the IHS, providing a complement of services and technical support to tribal entities. Under PL 93-638, Native organizations are contracting and compacting with IHS. Purpose of the position is to comply with all financial reporting requirements in accordance with the Funding Agreement, Title I and V, and to provide quality financial services to tribes.
Duties
With a high degree of skill in analytical financial reasoning and the ability to apply that skill to the identification, analysis, and conceptualization of accounting problems within assigned tribal accounts, incumbent performs the following:
Compares Operating Resources Detail (ORD) with Funding agreements; prepares payment documentation, monitors payments in process for accuracy, prepares adjustments/corrections and maintains the official Financial Management file.
Tracks accuracy of payments processed and funds received (checks) through the UFMS accounting system and FBIS reports for each assigned account.
Uses the Accounting for Pay System (AFPS) to process corrections/adjustments to assigned payroll accounts.
Reconciles position changes with customers for documentation and support for Contract Support Cost requests.
Responds to customer inquiries and engages in problem solving with recommendations for resolution.
Prepares and validates annual reconciliation, providing clear and concise supporting documentation for all changes to assigned accounts.
Participate in mid-year review and reconciliation and Fiscal Year End closeout activities for assigned accounts.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develop and maintain subsidiary ledgers and control accounts; interpret and apply internal and external financial policies and regulations; analyzes and translates past, present, and future financial data; develop monthly situational reports for presentation to management; analyzes financial data and forecasts future income and expenditures; tracks accounts payable and accounts receivable to ensure completeness and accuracy; participate in regular audits and recommend corrective financial action plans; respond to questions about complex financial information.
Time In Grade:
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Education
In lieu of experience for GS-11: 3 full years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related.
