This position is located in the Commander, Navy Region Hawaii (CNRH), Fleet & Family Readiness (FFR) program. The incumbent serves as a Management Analyst poviding management with objectively based information for making decisions on the administrrative and programmatic aspects of oeperations, policieis and procedures of all Navy FFR programs by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.
Duties
Major Duties and Responsibilities
Works closely with Region and Installation FFR programs, activities, and personnel to identify activities where on-site visits by the management analysts are needed or highly desirable, e.g. to assist in resolving local FFR problems.
Provides technical advice and assistance to management and program officials in all areas of FFR of broad scope and mission.
Provides support on an adhoc basis to managers on issues concerning FFR programs and objectives.
Provides assistance to program managers and serves as a technical expert and troubleshooter in assigned areas.
Applies professional skill and knowledge to assist in developing innovative and effective solutions for critical issues.
Analyzes problems and trends to develop or revise policies and develops program requirements and plans for FFR programs.
Visits Navy FFR activities, Department of Defense (DoD) Offices and off-site installation facilities to gather information used in the decision-making process for administrative or programmatic aspects of N9 programs and facilities.
Conducts on site visits to CNRH region and installation programs, providing assistance with standards development, short- & long-range plans, and operational assessment to achieve continuous improvements to FFR programs.
Requirements

Qualifications

To be qualified for this position, candidates must possess the required specialized experience. A qualified candidate possesses the following:
Knowledge of current spreadsheet, word processing, database and graphics computer software in order to perform significant amount of computer based work.
Knowledge of and familiarity with Navy Marine Corps Intranet (MCI) computerized Local Area Network (LAN) and its components including printing and faxing options, electronic mail (E-mail), etc.
Knowledge of the laws, policies, regulations and precedents applicable to the administration of Navy FFR programs.
Knowledge of program goals and objectives and the sequence and timing of key program events and milestones and methods of evaluating the worth of program accomplishments
Knowledge and skill required to interpret governing regulations and laws.
Ability to exercise sound judgment and the ability to communicate, both orally and in writing.
Education
A college degree with major emphasis in business administaration or comparable experience is preferred.
