This position is located in all Department of Veterans Affairs VA Rocky Mountain Healthcare Network/ VA Eastern Colorado Healthcare System. The Incumbent serves as an Employee Compensation Analyst within the Employee Compensation Unit within the Finance Service Line.
Duties
Duties include but are not limited to:
Ability to investigate employee compensation-related errors and/or anomalies through analysis of VA Financial Management and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery.
Ability to apply and analyze the following VA financial management system: Defense Civilian Payroll System (DCPS), Remedy, Enhanced Time and Attendance System (ETA), VA Time and Attendance System (VATAS), Thin Client, HR-Smart, Financial Management System, Thrift Savings Plan (TSP) Web
Applies knowledge of pay and leave entitlements of USC code Title 5 and Title 38 physicians and nurses) which covers: pay systems; salary and wages; pay administration; recruitment, relocation, and retention incentives; student loan repayments; leave administration; and work schedules.
Skilled in effective oral and written communication to provide advice and guidance to customers, such as providing instructions in a clear manner, preparing reporting documents and representing the organization in interactions with other VA elements.
Knowledge of the overall relationships and operating principles of VA financial systems in order to participate in planning and implementation of new applications, functions, and policies.
Knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying and improving financial systems to provide support that minimizes interruptions in customer's ability to carry out the VA's mission.
Responsible for internal staff training as well as providing external training to service lines.
Ability to determine the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories; frequently interprets regulations on his/her own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves most of the conflicts that arise; and keeps the supervisor informed of progress and of potentially controversial matters.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS07 position you must have served 52 weeks at the GS05. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Financial Analysis Series 1160 has an Individual Occupational Requirement.
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR,
Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
In addition to the IOR you may qualify based on your experience and/or education as described below:
Specialized Experience GS07: You must have one year of specialized experience equivalent to at least the next lower grade GS05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
