THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 5), Position Description Number T5154P01 and is part of the IL HRO AR, National Guard.

Duties

As a BUDGET ANALYST (TITLE 5), GS-0560-9, you will: Perform moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Independently plan and carry out successive steps and handle problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Use judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. Execute budget. Continually analyze and evaluate changes and gaps in program plans and funding. Review expenditure of assigned appropriations, re-imbursement allocations and transfer of funds. Allocate appropriated funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, quarterly projections, and approved funding. Review, edit, and consolidate annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request. Prepare or edit narrative justification and projected funding needs and assures data in request is formally and accurately documented in a wide variety of forms, schedules, and reports. Perform program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Evaluate the effect of cost and programmatic changes on the budget execution process. **This is NOT an all-inclusive list of duties.**

Qualifications

GENERAL EXPERIENCE: MUST possess a minimum of one-year on-the-job experience in the grade immediately below the next higher level; competent experience that is commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts concerning this position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures; a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education

You must meet the following Education requirements:

An undergraduate degree and/or a post graduate degree from an accredited college/university in NG finance
-or-
in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
