About the Position: This position is located with U.S. Army Sustainment Command, 406th Army Field Support Bridge, Logistics Readiness Center, Supply & Services Division located at Fort Drum, NY. This position is a TERM Not to Exceed 13 months position. Please see "Additional Information" section below for further details.

Duties

Serve as Quality Assurance Specialist/Evaluator and Contracting Officer Representative (COR) with responsibility for developing contract modifications, government negotiation documents and quality assurance program for assigned contracts. Assist in developing and managing the quality assurance program for the Army Field Support Battalion Logistics contract. Assist with monitoring, preparing and evaluating changes to the Quality Assurance Surveillance Plan, Performance Work Statement, historical workload, performance standards and technical exhibits to support the mission, budget or requirement changes. Review monthly invoices and assists with review of contractor claims and equitable adjustments submitted. Review and analyze requests for assigned service contract modification with input from Government-in-Nature (GIN) staff ensuring that the work to be performed is adequately covered and defined correctly.

Requirements

  • Incumbent must obtain and maintain a SECRET security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
  • Incumbent may be required to travel up to 20% of the time.
  • May be required to work Army Power Projection Platform (AP3) Operations. Work may involve shift work, weekends, or holidays.
  • Must complete Contracting Officer Representative training within 90 days of starting position.
  • Weather Essential, may be required to report during inclement weather events to prepare facilities for reopening.

Specialized Experience: One year of specialized experience which includes 1) Reviewing production activities and capabilities in light of contract quality requirements; 2) Identifying inadequacies and requesting corrective action; 3) Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; 4) Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting SupportProduct and Service ExaminationQuality AssuranceQuality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
