This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST - Title 5, Position Description Number T5262000 and is part of the WI USPFO, Wisconsin National Guard.

Duties
- Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
- Ensures that traffic management and transportation services required to support the mission are accomplished.
- Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.
- Procures domestic and international travel for both military and civilian passengers.
- Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: To qualify at the GS-09 level,you must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Must have experience on Transportation systems (CMOS, GOPAX, GFM and Syncada). Experience with setting up contracts, invoicing and approving payment for civilian businesses. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
Education
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
