The Central Texas Health Care System is recruiting for a highly qualified Equipment Specialist for our Engineering Service located in Temple, Texas.

Duties

Major duties include but are not limited to: Performs a wide range of equipment assessments, maintenance checks, and equipment training-related duties for Engineering Service. Functions as the local expert for Engineering Service for recommendations of equipment purchases for the facility on new equipment, turn-in equipment, and replacement equipment. Identifies equipment by category and classification and catalogs and determines operational characteristics and maintenance requirements. Analyzes replacement equipment requests against life expectancy tables and maintenance and repair histories. Incumbent assesses these factors and recommends replacement or continuance in service based on economical and serviceable factors. Provides equipment repair and cost histories at request of service chiefs and shop supervisors. Furnishes advice and consultation as equipment is being considered for annual equipment replacement. Analyzes equipment repair history and cost for repair in order to make recommendations for continuance of service for equipment of life expectancy. Evaluates equipment physical condition and need for repair to determine disposition. Works in conjunction with Logistics Management Service (LMS) to turn in and dispose of unserviceable equipment. Serves as backup for the Maintenance Control Manager (MCM) position and also provides coverage of those duties during the absence of the MCM. Duties include but are not limited to answering emergency phone calls and taking appropriate action to coordinate repairs or abate the emergent situation. Processes incoming work orders and coordinates utility shutdowns. Incumbent is an authorized user of the Government Purchase Gard. As an authorized user of this card the incumbent is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by VA Handbook. Incumbent is familiar with how job activities impact VA's goal to implement sound stewardship practices that are protective of the air, water, land, and other natural and cultural resources. This may include activities associated with proper storage, handling, and disposal and/or recycling of chemicals and wastes associated with the trades. In accordance with the goals of the VA Green Environmental Management System program, seeks to cost-effectively meet or exceed compliance with applicable Federal, state, and local environmental public health and resource protection laws, regulations, and VA requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Minimum Experience Required: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the ability to use computers, software applications, databases, and automated systems; knowledge of the materials, methods, systems, and the tools used to construct objects, structures, and buildings; knowledge of engineering concepts, principles, and practices; knowledge of methods, techniques, and tools; and the ability to manage technical projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year or more of graduate level education in a field that is related to an Equipment Specialist or superior academic achievement. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 6 months of graduate level education. (Transcript Required) In addition to the minimum qualification requirement this position has an individual occupational requirement as described below: Education: Undergraduate Education: Major study -- any field of study in an accredited college or university AND, Graduate Education: Major study -- fields related to the position to be filled OR, Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. You will be rated on the following Competencies for this position: Computer Skills Building and Construction Engineering and Technology Organizational Performance Analysis Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
