This position is in the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) Administrative and Financial Management (AFM), Information Technology Services Division (ITSD) organization located in Pullman, Washington.
In this position, you will serve as a technical resource responsible for planning, developing, adapting, managing, and administering scientific data systems and operations in support of research-specific IT requirements.
Duties
Maintains an understanding of the unit’s networking architecture and provides direct support in the hardware and software maintenance related to scientific endeavors.
Maintains an inventory of the location hardware, software, and a lifecycle calendar for IT equipment.
Partners with scientists in developing, populating, and evaluating the data framework for the systematic collection of data and providing a centralized database.
Works directly with researchers in planning and assessing the current format of data and determining how the data is to be reconfigured to meet protocol requirements.
Monitors, evaluates, and responds to systems’ compliance with cyber security requirements.
Ensures functionality of electronic communication through various networks, including Internet, mobile phone and specialized system channels.

Qualifications

Basic Requirements: Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience maintaining detailed records of software programs, databases, or hardware; assessing IT needs to propose plans for upgrading software, hardware, peripherals, or computing solutions; and evaluating systems compliance with cyber security requirements.
OR
Education: Completion of a master's degree or equivalent graduate degree in a related major field of study; or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Related degrees include computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing the installation or maintenance of computer hardware and software; providing data management support; and identifying, troubleshooting, or resolving IT problems.
OR
Education: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Related degrees include computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience evaluating systems' compliance with cyber security requirements; recommending products to resolve IT issues; and administering database systems for the acquisition, storage, or retrieval of data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
