This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a Human Capital and Organizational Development Program Specialist participating in the development, execution, evaluation, coordination, and oversight of various
workforce development (WD) programs.
Duties
As a HUMAN CAPITAL AND ORGANIZATIOANAL DEVELOPMENT PROGRAM SPEC at the GS-0301-9/11/12/13 some of your typical work assignments may include:
Assist with the development and formulation of an annual master workforce development program plan and objectives.
Provide Workforce Development & Training program oversight, evaluate program effectiveness in meeting requirements, and recommend changes to programs as needed.
Serves as one of the Program Managers for the DSCA Mentorship Program.
Develop, standardize, and implement internal training and professional development programs for civilian employees.
Initiate research, benchmarking studies, pilot programs, and other appropriate actions to identify and address existing and emerging talent gaps in the civilian workforce.
Manage the day-to-day training course budget for In-house, Individual and Long-Term High-Cost Training by course.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Analyzing information/data and assessing progress of workforce development and training program, projects, and processes; managing workforce development and training (WD&T) tracking data base/rosters and systems to ensure data integrity
Justifying and negotiating current and future requirements for fiscal resources, facilities and personnel required.
You may qualify at the GS-12 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Conducting analyses, evaluations or assessments of highly unstructured and interconnected problems
Integrating results of various studies and analyses into comprehensive briefings and reports that are then presented to senior leaders.
You may qualify at the GS-11 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service:
Coordinating funds and scheduling individual employee training; managing the day-to-day training course budget
Cultivating sources for training and developing partnerships with business, industry, and
academia.
B. I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-09 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
database management; developing written reports to present information, findings or recommendations to senior leadership
Assist with the development and formulation of an annual master workforce development program plan and objectives
B. I have a masters or equivalent degree or 2 full years of progressively higher graduate education leading to such a degree, or LLB or JD from an accredited college or university.
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
