This position is located in the Portfolio Analytics and Evaluation Branch (PAEB), Office of Planning, Analytics and Evaluation (OPAE), Office of Management (OM). You will collaborate on a small team as an expert in data science methodologies relational database data query (i.e., SQL & SAS), cleaning, organization, analytics, statistical testing and presentation of analysis to leadership. The Data Scientist will perform program analysis utilizing programming (e.g., Python, R or SAS).

Duties

Write and edit programs (R, SAS, SQL, or Python) to query relational database, organize and analyze data from IMPACII or other relational database. Share programming code (R, SAS, SQL or Python), document steps of analysis and collaborate with team to ensure transparent and reproducible results. Investigate and provide collaborative feedback to team and leadership in understanding and editing programs (R, SAS, SQL or Python) for data anomalies, data integrity, nuances and other unexpected patterns in the data. Apply statistical techniques, models and tests to gain insight into the data and inform direction of subsequent analysis and explanation of significance of differences observed in the data. Write narrative explanations and interpretations of data findings, results and create summaries of the data as part of larger comprehensive analysis. Utilize scientific research methodologies and approaches to develop testable hypotheses to answer questions pertaining to scientific portfolio analyses for program staff and leadership.

Qualifications

To qualify for this position, you must meet the education requirement and specialized experience listed below. Basic Education Requirements: You must meet at least one of the following basic Office of Personnel Management prescribed occupational series requirements (GS-601, GS-1301, or GS-1560) described in the following questions. You do not need to meet the requirements for all three occupational series. All education, unless completed outside the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. For the 0601 Health Scientist (Data Science): In order to qualify for the Health Scientist (Data Science), GS-601 position, you must have a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of this position. For the GS-1301 Physical Scientist (Data Science): In order to qualify for the Physical Scientist (Data Science) GS 1301 position, you must: A. Posses a Bachelor's degree, or graduate/higher level degree with a major study in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Posses a combination of education (at least 24 semester hours) and additional appropriate/related experience that is the equivalent to a major in physical science, engineering, or mathematics. For the GS-1560 Data Scientist: In order to qualify for the Data Scientist GS-1560 position, you must: A. Posses a Bachelor's degree, or graduate/higher level degree in Mathematics, statistics, computer science, data science or field directly related to the position. OR B. Posses a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position. Additional Qualification Requirements: You must have at least one-year of specialized experience at or equivalent to the GS-13 level in the Federal service, obtained in either the private or public sector, that includes the following types of tasks: developing data-related strategies and/or policies by partnering with stakeholders (e.g., researchers, leadership) to build consensus around data standardization, integration, and sharing processes; providing oversight and guidance on creating and modifying applications using programming languages (e.g., R, Python, SQL, Scala, SAS, Java) to facilitate data clean-up, standardization, analysis, and retrieval efforts across an organization; presenting findings to senior-level leadership through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming (e.g., R, Python, SQL, SAS, Scala, & Java) or software packages; providing oversight and guidance on advanced predictive analytic methods, such as Natural Language Processing (NLP), machine/deep learning, and other advanced Artificial Intelligence (A.I.) tools to derive insights from complex data sets (e.g., high volume, multidimensionality, complex structure); and leading a team in data generation, curation, storage, analysis, visualization, and/or interpretation to accomplish project objectives.
