The Montana/Dakotas BLM is seeking Legal Instruments Examiners to join our team. Two (2) positions are located in Dickinson, North Dakota. We expect to fill three (3) vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
This is a developmental position with a GS-07 full performance level.
At the full performance level, the incumbent is responsible for performing a variety of duties including, but not limited to, the following:
Processing transfers of interest on producing and nonproducing leases, merger/name changes, expirations/termination, bonding, and reinstatements.
Completing a comprehensive review of case file information and coordinating with District Offices to resolve omissions or discrepancies.
Reviewing contents of complex legal documents to determine status and disposition required.
Coordinating with adjudicative staff on matters relating to disposition of legal correspondence.
Analyzing parcels for expressions of interest and nominated lands for lease sale and applying stipulations from surface management agencies.
Using automated lease sale program to track lease parcels, prepare and distribute sale notices and results list, and to create reports for internal and external customers.

Qualifications
You must meet all qualification requirements by the closing date of the announcement.
In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. For GS-05: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing legal land documents or similar documents to ensure they contain necessary information as required by law or regulation. -OR- Successful completion of a full 4-year course of study leading to a bachelor's degree. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. -OR- A combination of education and specialized experience. You may meet the qualification requirements for this position by combining specialized experience and appropriate post-high school education to meet total qualification requirements.
For GS-06: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing legal documents such as title plats to determine mineral ownership, verifying legal land description notations, and identifying discrepancies in title documents.
For GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: performing research of current and historical land status records and legal documents to determine status of surface and mineral ownership, providing assistance to lessees and operators on various bonding problems/questions, and providing information regarding permits, rights or privileges, and contracts related to legal ownership or title or interest in property.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Physical Demand and Work Environment: The work is typically sedentary. Some work may require periods of walking, standing, bending, or driving a motor vehicle. May frequently carry case files and other similar materials. Work is typically located in an adequately lighted, heated, and ventilated office environment.
