This position provides human resource support to Huntington, West Virginia VA medical center. This entails determining the approach and methods needed to staff position at a specific grade level, process personnel actions, and ensure related staffing functions are completed in a timely fashion.

Duties

Recruitment & Placement 50% Conducts recruitment/examining activities for assigned positions (GS-7 & below and wage grade) to include developing competency criteria, job analysis, job announcements (JA), etc. Amends established JAs with prior approval Reviews applications for corresponding qualification competencies or skill match Adheres to procedures for verifying veterans' preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligibles Forwards the certificates of eligibles to the selecting official and coordinates with them regarding agency procedures for selecting a candidate for the vacancy(s) Ensures the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for Federal benefits, probationary prerequisites, and ability to meet special requirements such as security clearances, age or physical prerequisites, or drug testing requirements Recruitment & Placement Assistance 50% Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks) Independently conducts orientation for new appointees as determined appropriate Reviews completed documents for missing or conflicting applicant information, as required Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices Work Schedule: Monday through Friday 8:00am-4:30pm Position Description Title/PD#: Human Resource Assistant (Recruitment and Placement) SBU/PD99947S Telework eligible Position: This is a position at the Huntington VA Medical center with telework eligiblity. Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4 For a GS-6 position you must have served 42 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.. GS-05 grade level: Experience: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Provide routine information; Maintain files, position descriptions, training records, or other HR items; and Use a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in documents, files, and records as needed. OR Education: Applicants may substitute education for the experience required for the GS-05 level. 4 years above high school education OR Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The following are examples of how education and experience may be combined. They are examples only, and are not all inclusive: The position to be filled is a Human Resources Assistant, GS-5. An applicant has 1 year of qualifying experience and 90 semester hours of college. The applicant meets 50 percent of the required experience and 75 percent of the required education. The applicant exceeds 100 percent of the total requirements and is qualified for the position. The position to be filled is a Human Resources Assistant, GS-5. The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position. **There is no educational substitution for the GS-06 and GS-07 level** GS-06 grade level: Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes: Answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted. Identify whether employees applying for promotions meet time-in-grade requirements. Identify appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Initiate HR actions. Maintain files and/or employee records, position descriptions, training records, or other HR items. Use a personal computer, terminal, and office software programs to enter data, complete forms and correct errors and omissions in HR documents, files, and records as needed. GS-07 grade level: Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service. Specialized experience includes: Knowledge of and skill in applying an extensive body of HR rules, procedures, and operations and apply accepted HR practices in order to place applicants on an inventory or register used to fill assigned positions. Comprehensive knowledge of HR automated resources. Knowledge of payroll processing in order to facilitate new hire payroll document completion and successful handoff to payroll department. Ability to assess pay related issues in HR Smart and coordinate appropriate resolution. Knowledge of current HR database systems in order to retrieve and analyze information used to generate documents, records, reports, etc. that contain tables or graphs. Ability to coordinate actions, develop facts, and/or provide support in order to answer standard inquiries concerning merit promotional procedures; time-in-grade requirements; appropriate use of HR directives, policies or practices; nature of action codes; generic position descriptions; etc. Ability to communicate orally and in writing in order to respond to inquiries regarding Human Resource procedures, processes, and/or related functional areas. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
