Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Regional Director, Office of Technical Data Management, Data Management Unit in Jefferson, LA.
At the full performance level (GS-10) the major duties of this position include, but are not limited to the following:
1. Performs statistical sampling and analyses on existing historical engineering and geoscience data and verifies and corrects the information using the best sources or methodology for validating, recalculating or corroborating the data so that the information will be as close to the established data standards as practical.
2. Processes incoming petroleum geoscience data and ancillary engineering information, analyzes error and exception processing reports, and contacts GOM OCS data reporters to resolve errors or exceptions.
3. Resolves reporting problems with GOM OCS data reporters and provides explanations and presentations for classroom and one-on-one instructions to reporters on complying with regulatory requirements and established data standards.
4. Creates and analyzes detailed computer-generated maps of well traces in order to identify errors and anomalies in digital data sets.
5. Performs quality control checks for both incoming current data and historical data, ensuring the procured regulatory data match the prescribed deliverable items of the BSEE and BOEM regulations. If the incoming current data fails the quality control checks, the incumbent will contact the submitting company, advise them of the data deficiencies, and provide guidance to ensure compliance with reporting guidelines.
6. Identifies and reports resulting omissions, errors, and inconsistencies of aforementioned reviews and analyses to operators for the purpose of initiating and completing a resolution process for those problems. Works with staff engineers, staff geologists, and Unit Supervisor to resolve especially complex conflicts.
7. Identifies potential incidents of noncompliance for appropriate enforcement actions for recurring errors as well as for late or missing data reporting.
8. Instructs geoscientists, engineers, and other professionals on the use of the corporate database when accessing and retrieving basic well data through the use of the TIMS Maintain Well Attachment Data system and to locate and view ASCII LAS log curves using the on-line Intranet Well File Interface.
9. Monitors new developments in data management practices and collaborates with IT personnel to improve computational procedures for data processing, data validation, data corroboration and exception reporting.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this positionare suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-10: $62,898 (Step 1) - $81,771 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-10, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) working with cataloging and storing of data and documents, (both hardcopy and digital);
2) utilizing a computer in the use of different types of storage devices (tape drives, hard drives, disk drives);
3) applying knowledge of relational databases to access and reassemble data; and
4) applying knowledge of geospatial data (i.e. maps), geophysical data (i.e seismic data), and geological data (i.e. well logs) to work situations.
