Duties
You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING DIV, COMPTROLLER DIV, CNSL ACCOUNTING EAST, NAVAL BASE NORFOLK, VA
You will perform or advise on work in any of the phases or systems of budget administration.
You will develop, determine, and interpretation of budgetary policies and practices.
You will analyze and recommending costs and benefits of alternative methods of financial management.
You will provide advise on effective and efficient methods for the acquisition and use of funds.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience managing various Accounting & Financial Management Systems.
Experience developing financial statements/reports and financial integrity
Experience applying accounting principle rigor to a wide variety of assignments.
Experience performing and advising on formulation budget and estimates.
GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience applying financial management policies, precedents, goals and objectives.
Experience in maintaining accounting records and performs analysis and interpretation of financial statement/reports
Experience reviewing budget request, control and reporting obligations and expenditures.
Experience performing travel claims and travel vouchers in DTS

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-11: Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
GS-09: Master's or equivalent graduate degree
OR 2 full years of progressively higher level graduate education leading to such a degree
OR LL.B. or J.D., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
