Position is organizationally placed in the Professional Engineering Section of Facilities Management Service (FMS) and reports to the supervisory general engineer. The incumbent performs the work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents, and engineering principles and practices relating to the field of specialization.

Duties

Independently maintains the medical center's engineering files, space files, and as-built conditions drawings to ensure they remain accurate, current, and reflective of actual medical center conditions at all times. Utilizes AutoCAD, Revit, Building Information Modeling(BIM), and other specialized software packages as applicable.Compiles and analyzes information from multiple sources, including but not limited to, completed as-built drawings and sketches, to perform updates to the medical center's engineering files, space files, and as-built conditions drawings. Independently performs field surveys, conducts field verification, and analyzes/records existing conditions as part of this process.Utilizes a comprehensive, intensive, and practical knowledge of engineering concepts, practices, regulations, policies, and applies these to identify, evaluate, and recommend appropriate engineering solutions to resolve complex interrelated problems and issues when developing design packages (drawings, specifications, and cost estimates) for in-house renovation projects and when assisting senior level staff engineers and architects for station level, NRM, and Minor projects. Develops new processes/procedures and modifies existing processes/procedures for actively managing and updating the medical center's engineering files, space files, project files, and as-built conditions drawings and files to ensure that work performed by in-house staff, contractor staff, and all others is fully accounted for and to ensure these files are constantly updated and accurate to ensure the medical center's continued compliance with VA policy and other regulatory policy and agency requirements. Prepares digital (AutoCAD, Revit, BIM, etc.) files based on limited and non-existent information. Where information is limited, independently researches and reviews existing conditions, files, project statuses, etc. to obtain necessary information and makes informed decisions on problems to ensure facility files are accurate for senior level staff to utilize in their decision making processes .Independently prepares engineering construction document packages, cost estimates, engineering reports and analyses, etc. Maintains and updates the medical center's space assignments inside the VistA system using the most current VA criteria and available data as well as MP-6, Part XXI, Station Space Survey. Work Schedule: 8:00am-4:30pm Monday-Friday Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent must work throughout all areas of the VAPHS. Regularly conducts onsite inspections of work sites which may require going in out-of -the-way areas such as interstitial areas, pipe chases, roofs, attics, etc., which may require kneeling, bending, stooping, crawling, climbing, etc. Must be able to don and wear all required personal-protective equipment (PPE) as required depending on the areas entered. Project demands periodically require work at other than normal administrative hours. Must carry a ladder to complete investigative and inspection work, and may be exposed to extreme heat and/or cold and heights. Most work is done in general office settings, construction sites, and mechanical areas. In some cases the employee may be exposed to moderate discomforts and unpleasantness such as adverse weather conditions on construction sites.
