Duties
ADDITIONAL INFORMATION: Cartographers acquire, compile, evaluate, and review geospatial data for use in products and/or data holdings in support of mission requirements for national security, military operations, and humanitarian relief. They extract, attribute, format, manipulate, and symbolize geospatial information in accordance with NGA and international standards, typically specializing in a cartography domain (e.g., topographical). Topographic Cartographers analyze data sources (e.g., aerial photography, satellite images) to extract land surface features as foundation data, finish and symbolize topographic maps, and ensure finished products (e.g., Topographic and NAVPLAN products) meet safety, usability, and readability thresholds. Cartographers ensure the quality, accuracy, and currency of geospatial information produced internally or by external partners or contractors. They also regularly engage customers and partners to improve processes, as well as contribute to the modernization of the cartography tradecraft and development of GEOINT standards.Band IV Cartographers: 1. Apply new or innovative approaches to locate and modify topographic, and other geographic features; provide guidance to others and document best practices in checklists, SOPs, extraction guidance, and standards.2. Manage topographic foundation data extraction, maps, charts, and mission specific data sets production, including selection of appropriate GIS techniques for complex assignments and identification of requirements to build, update, and translate digital databases to meet standards or guidance.3. Engage with internal/external mission partners and customers to understand information needs; promote customer understanding of cartographic processes and lead others in the assembly of maps, charts, and datasets using GIS software and techniques.4. Lead quality assurance efforts by monitoring team qualifications/training in proper cartography techniques, as well as reviewing and issuing final approval authority for the quality, accuracy, currency, safety, readability, and usability of final data or products.The NGA Office of Geography is recruiting for Band IV Cartographers to support map and chart finishing and review using GIS tools such as ArcMap, Digital Cartographic Studio, or QGIS. Applicants should demonstrate technical Foundation GEOINT (FG) knowledge and experience in FG cartographic product finishing; Topographic and NAVPLAN products and production processes; and, quality assurance/quality control review software and procedures. Applicants should demonstrate strong interpersonal and communication skills. Band IV analysts will collaborate across the GEOINT community, to include NGA stakeholders, the NSG, ASG and other international and commercial partners to enable greater interoperability through GEOINT standards compliance. Analysts will cultivate and maintain professional relationships across the GEOINT community and participate in a variety of community forums and events such as the NSG Operations Executive Forum (NOX) and the Multinational Geospatial Co-production Program (MGCP). Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Knowledge of the principles and techniques for map creation, application, and interpretation.2. Demonstrated experience producing an NGA 1:50k topographic map, NAVPLAN Chart, Evasion Chart, or Joint Operation Graphic to specifications and gathering/refining customer requirements for a project involving geospatial data or map graphics.3. Ability to Identify and determine characteristics of objects and/or features revealed by imagery, including utilizing photo interpretation techniques to support analysis.4. Knowledge of Foundation GEOINT products and services (e.g., mapping and charting programs and products), including their purpose, application, and dissemination.5. Demonstrated experience extracting and editing geospatial data using a Geographic Information System (GIS).6. Demonstrated ability to lead work in a team environment.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Cartography or a major that included, or was supplemented by, at least 30 semester (45 quarter) hours of coursework in Cartography and/or directly related Sciences and Mathematics. Coursework may include, but is not limited to, Astronomy, Cartography, Computer Science, Forestry, Geodesy, Geography, Geology, Geophysics, Geographic Information Systems (GIS), Land Surveying, Photogrammetry, Physical and Geological Oceanography, Physical Geography, and Remote Sensing. Computer software classes associated with current technology, GIS courses, and information management classes may also be counted. The 30 semester (45 quarter) hours must have included at least 6 semester (9 quarter), but not more than 15 (22 quarter), hours of college level non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of coursework as listed in option A, plus applied experience in Cartography that includes the use of current GIS tools, or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years experience in Cartography that includes the use of current GIS tools, or a related field that demonstrates the ability to successfully perform the duties associated with this work.PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/60 or better with or without corrective lensesDESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience creating or administrating GIS databases and tools, and use of GIS techniques and applications to enhance analysis or produce and maintain GEOINT.2. Demonstrated ability to communicate ongoing work to peers and leadership through written, visual, spoken reports or briefings.3. Demonstrated experience using scripting languages, such as Python, to automate data collection or map production processes.
