This position serves as the Green Environmental Systems Manager for at the Sioux Falls VA Health Care System. Environmental Protection Specialist, also known as Green Environmental Management Systems (GEMS) Program Managers, play an essential role in the GEMS Program and apply specialized knowledge of planning and administering environmental compliance and environmental sustainability, using the Environmental Management Systems format.
Duties
VA has adopted an environmental management system framework to help health care systems achieve their environmental goals through continual review, evaluation, and improvement of environmental performance. The consistent review and evaluation will identify opportunities for improving the environmental performance of the health care system, ultimately reducing the environmental impacts. The program is the Green Environmental Management Systems (GEMS).
Environmental Protection Specialists, also known as GEMS Program Managers, play an essential role in the GEMS Program and apply specialized knowledge of planning and administering environmental compliance and environmental sustainability, using the Environmental Management Systems format. Sustainability leadership begins with recognizing that we are stewards of the resources the American people have entrusted in us. Sustainability and stewardship results in improved care of our Veterans and their families, cost savings, better operational efficiency, and a healthier environment for all. GEMS Program Manager positions are pivotal in ensuring that VHA facilities lead the healthcare industry in all-around sustainability performance, demonstrating comprehensive programs and illustrating how sustainability is entrenched in their organizational culture.
The GEMS Program Manager provides professional technical services related to environmental issues and program planning to achieve compliance with regulations and requirements and proposed regulations and requirements and to achieve conformance with environmental management system programs. Environmental protection programs are designed to ensure compliance with Federal, State, and local environmental regulations governing air emissions, hazardous materials, hazardous waste, used oil, regulated medical waste, oil spills, drinking water quality, storm water management, and the storage of regulated substances (e.g., petroleum products, chemicals, and wastes), among other areas, and to alleviate the adverse impacts of human activities on the environment.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled and is defines as:
Develops and implements health care system environmental policies, procedures, process improvements, and systems for environmental compliance and environmental management systems.
Develops GEMS Program to include planning and implementation of program policy and procedures ensuring compliance with state and federal environmental laws and regulations.
Negotiates corrective action plans and potential monetary fees for the organization, and non-compliance orders with Federal, State, and local environmental agencies.
Manages compliance for pollution prevention activities for both internal and external reporting requirements.
Evaluates the need for additional or improved facilities and personnel development pursuant to applicable local, state, and federal requirements.
Coordinates, tracks, and facilitates action for noncompliance GEMS issues to completion.
