This position is part of the Office of Environmental Management - Portsmouth Paducah Project Office, Department of Energy. As a Quality Assurance Specialist, you will perform quality assurance (QA) oversight of all activities supporting PPPO compliance with environmental, safety, and health related regulatory requirements.
Duties
As a Quality Assurance Specialist, you will:
Conduct program reviews to assess overall DOE and contractor QA program performance, ensure compliance with established QA guidelines, and report QA program accomplishments.
Review the contractor's production activities and capabilities in light of contract quality requirements; ensure that the contractor understands the contractual requirements; and review the contractor's written quality or inspection procedures (when required by the contract) for adequacy.
Develop detailed annual oversight plans and performs assessments, audits, and surveillances of the contractor for the implementation and effectiveness of quality assurance programs.
Research and/or interpret issued and approved requirements, standards, and directives and ensure implementation of applicable policies and procedures.
Develop resolutions to unusually complex issues associated with contractor and DOE quality assurance assessments, surveillances, and audits.
Identify vulnerabilities and/or issues, evaluate contractor development of appropriate corrective action(s) where needed, ensure proper implementation of corrective action(s), and track action(s) to closure.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

- This position has been designated as Critical-Sensitive and requires a security clearance at the "Q" level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

Qualifications
Individual Occupational Requirements
Education:
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
BASIC REQUIREMENT: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting 2 of 3 of the following:
Providing quality assurance support for programs and projects in compliance with quality assurance requirements.
Supporting a quality assurance program (e.g. assessing implementation of contractor quality assurance programs, identifying vulnerabilities or issues, ensuring proper implementation of corrective actions, and tracks actions to closure).
Supporting the planning and execution of quality assurance audits, surveillances, or appraisals.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
