Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Facilities, Property & Technology Branch, International Field Office, Preclearance Operations, located in Ashburn, Virginia. This Office will be transitioning to the International Operations and Advisory Directorate (IOAD) in the near future.

Duties

This position starts at a salary of $64,957.00 (GS-9, Step 1) to $102,166.00 (GS-11, Step 10) with promotion potential to $102,166.00 (GS-11 Step 10). Typical Work assignments include: Tracking the purchase of updated software, equipment, vehicles, maintaining management information and assisting in developing and analyzing reports and automated data which serves as the basis for decision concerning the use of and support provided to the system (SAP). Overseeing vehicle inventories, Office of Information Technology (OIT) compliance, taskings for overall facility safety and security reporting with SAP Reconciliation, studies, and analysis. Coordinating the Firearms, Armor, and Credentials Tracking System (FACTS) for self-inspections of employee property to include badges, credentials, passports, and travel cards.

Experience: You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Scheduling, planning, and monitoring general office supplies, supply levels, and re-ordering timely to ensure a sufficient stock of commonly used items. Soliciting additional supply needs and identifying and procuring items to meet identified needs. Reporting on commitments, expenses, and obligations, ensuring allocations and future commitments are monitored. Assisting in reconciliation of the operating budget through the analysis of historical data, current spending, and future estimates and trends. Working with other employees to forecast future property requests for long range or multi-year work plans, in assigned areas of responsibility, and tracking and monitoring management information systems to meet mission requirements. Coordinating supply activities with those of other functional specialties such as fleet, facilities, and supply management, and serving as an inventory taker and research issues related to property. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting various duties within the agency's fleet management program to include ordering, receiving, inventorying, transferring, and excessing fleet vehicles, and creating, accepting, and transferring agency fleet records. Managing the supply program for assigned area of responsibility. Maintaining management information and assisting in developing and analyzing reports and automated data. Serving as a purchase card holder and ensuring funds are on the Funds Reservation (FR) before performing purchase card transactions. Education Substitution: GS-09: Successful completion of a master's or equivalent degree, or two years of progressively higher level graduate education leading to such a degree, or LL.B or J.D (if related) from an accredited college or university, may be substituted for experience at the GS-09 grade level. Such education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate study. If that information is not available, use 36 semester or 54 quarter hours. GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M (if related) from an accredited college or university, may be substituted for experience at the GS-11 grade level. Such education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18 (1 year of graduate study = 18 semester hours). To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. More information on this qualification standard is located here. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 12/15/2023.
