This position is located in the Field Safety (NFF) organizations in the Safety Office (NF), Chief Administrative Office (N), Bonneville Power Administration (BPA). This position will provide consultative services and technical assistance in construction and field safety activities. This position is the Subject Matter Expert and program manager for the Load Handling Equipment program (i.e., Mobile Cranes, Digger Derricks, Building/wall-mounted LHE, and LHE mounted aerial lift platforms).

Duties

As a Safety and Occupational Health Manager, you will: Manage the agency's Load Handling Equipment safety program ensuring program elements are being met. Write and submit inspection reports associated with Quality Assurance assessments of construction and field safety activities. Plan, schedule, and conduct inspections at construction and field worksites where there is a strong probability of encountering hazardous work processes, materials, and unsafe environmental conditions. Provide BPA-wide strategy and oversite of technical safety requirements for a programmatic activity addressing risk that could result in death, and/or high catastrophic error rates at a national level. Analyze mishap statistics and investigative reports to compare incident rates among command units. Serve as a Safety and Health Technical Expert for High-Hazard Program Area.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: 1) Identifying and evaluating occupational hazards in utility worksites, including recommending control measures for environments characterized by unsafe work processes, high potential for mishaps, and difficult abatements; and 2) advising senior management of appropriate measures and alternative courses of action to achieve mission goals with a minimum risk of injury to personnel and damage to property; and 3) developing safety and occupational health criteria, standards, and techniques used in the prevention and control of accidents associated with a system. There is no substitution of education for experience at the GS-13 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
