Duties
Responsible for completing lands and realty casework, making recommendations on a variety of lands/realty actions including rights-of-ways, communication sites, land acquisition/disposal, Recreation and Public Purposes actions, and other functions.
Prepares environmental documents on all types and complexities of realty casework. Participates as an interdisciplinary team member in the preparation of other resource program activity plans.
Interacts with the public, State and county agencies and others regarding realty matters on public lands. Provides expert advice and responds to inquiries regarding laws, regulations, agency policies involving the lands and realty program.
Prepare, collect, evaluate, and consolidate land use data. Prepares, monitors, and updates planning documents.
Utilize automated land and records systems and other applications to documents realty cases. Collect, enter, manipulate, update, and maintain data.
Requirements

Qualifications

GS-07:
- Have at least one (1) year of full-time specialized work experience, equivalent to the GS-05, which shows research & analytical skills in areas of public lands realty case work (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.) or other public lands use authorization; OR
- Have completed a 4-yr course of study leading to a bachelor's degree in any field & meet 1 of the following superior academic provisions: GPA of 3.0 or higher for all completed coursework or for all courses completed in the last 2 full years of undergraduate work; GPA of 3.5 or higher for all courses in the major field of study, or courses in major completed in last 2 years of undergraduate work; rank in the upper 1/3 of your college; or member in a national honor society recognized by the Associate of College Honor Societies. I will provide a copy of my college transcript; OR
- Have successfully completed one full year of graduate level study (18 credits or equivalent), or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills and abilities necessary to do the work. I will provide a copy of my college transcript; OR
- Have an equivalent combination of the specialized experience and education described above. I will provide a copy of my college transcript.
GS-09:
- Have one (1) year of specialized experience equivalent to at least GS-7 level that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience could be serving as a trainee realty specialist, realty technician, land law examiner, or legal clerk on lands actions or other public lands use authorizations that provided experience with field exams, National Environmental Policy Act (NEPA) process, requisitions & compliance; OR
- Have a Master's degree or two (2) full years of progressively higher-level graduate education leading to such degree or LL.B. or J.D., if related; OR
- Have a combination of education and experience described above.
GS-11:
- Have one (1) year of specialized experience equivalent to at least GS-9 that provides the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is further defined as; processing various types of land cases (i.e., public sales, rights/of/way, land exchanges, acquisitions, agricultural entries, land classification, withdrawals, leases, permits, recreation and public purpose leases/patents, airport leases/patents, State selections, trespasses, etc.), field examinations, and National Environmental Policy Act (NEPA) processes, requirements, and compliance; OR
- Have a Ph.D. or equivalent doctoral degree; or I have completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. I will provide a copy of my college transcripts; OR
- Have a combination of education and experience describe

Ely and Winnemucca salary range: $46,696 - $89,835
Las Vegas salary range: $47,601 - $91.578
Carson City salary range: $51,425 - $98,935
Please note: Real estate work in the private sector is not considered qualified unless the experience demonstrates specific relationship to public lands and issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.
Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
