A supplemental pay increase of $20,000 or 50% of base pay per year, is authorized under Bipartisan Infrastructure Law and continuing resolutions.
Duties
Coordinates and initiates fire management activities based on firefighter and public safety, cost effectiveness, and values at risk, by using the full range of strategic and tactical options available in an approved Fire Management Plan (FMP).
Coordinates operations with cooperating agencies on multi-jurisdictional wildfires addressing risk to human safety and potential for damage to resources and improvements.
Analyzes fire management plans and makes recommendations to meet changing conditions within the limits of current or anticipated funding.
Coordinates and directs fire management staff on the implementation of fire and aviation management policies, standards, methods, and guidelines. Provides advice and guidance on the same to the unit agency administrator.
Provides leadership, allocates resources, and implements activities to accomplish DOI's multicultural organization direction and Equal Opportunity requirements, goals, policies, and objectives.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

- This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.
Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Unit Fire Program Manager (UFPM). This position requires the following qualifications - currency not required:
1) Task Force Leader (TFLD) - and - Incident Commander Type3 (ICT3) or Prescribed Fire Burn Boss Type 2 (RXB2)
- OR -
2) Helibase Type 1 (HEB1) - and - Incident Commander Type3 (ICT3).
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
For GS-11: One year of specialized experience equivalent to at least the GS-09 grade level is required. Experience must include Fire Program Management elements such as described below:
Developing, reviewing and evaluating fire management plans for ecological soundness, or consistency with land management goals and/or potentially adverse impacts to cultural and natural resources;
Conducting field inspections before and after prescribed or wildfires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and,
Analyzing the ecological role of fire and its use and/or exclusion, and smoke management.
In addition to the Fire Program Management elements listed above, appropriate experience must have included EITHER prescribed fire/fuels management -OR- fire management operations as described below.
Prescribed fire/fuels management - examples of this type of experience may include:
Professional forest or range inventory methods and procedures (e.g., Brown's planar intercepts for dead and down fuels; live fuel loading assessments);
Analysis of fuel loadings and determination of appropriate fuel treatment methods (i.e. prescribed fire, mechanical, chemical, or biological treatments);
Land use planning and environmental compliance;
Evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if fire containment is not obtained.
Fire management operations - experience in analyzing and/or applying fire management strategies in at least five of the following activities:
Mobilization and/or dispatch coordination
Fire prevention and education
Training
Logistics
Equipment development and deployment
Fire communication systems
Suppression and preparedness
Aviation
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
