You will serve as a Program Analyst (Recovery Coordinator) for the Small Business Administration (SBA), Office of Disaster Recovery & Resilience (ODR&R), Field Operations Center - West in Citrus Heights, CA. This position is responsible for coordinating disaster recovery efforts with other recovery and resilience program management stakeholders and partners in a field environment for a protracted period.
Duties
As a Program Analyst (Recovery Coordinator) at the GS-0343-13, some of your typical work assignments may include:
Coordinate disaster recovery efforts with other recovery and resilience stakeholders that consists of federal partners, state economic development and recovery and resilience management organizations, state and local appointed and elected officials, small business development and industry, finance, and resource partners.
Develop plans that address the entire Recovery & Resiliency Continuum that facilitate the interconnectedness of recovery activities from pre-incident through long-term recovery within the National Disaster Recovery Framework (NDRF).
Collaborates, coordinates, implements, and evaluates the ongoing effectiveness of recovery and resilience planning programs for State, Regional and local governments to improve their recovery and resilience operations.
Compile expert level reports, informational papers and briefings which identify recovery practices to gain program support and describe program accountability to agency heads and stakeholders.
Serves as an expert on Federal recovery statues, regulations, policies, and procedures relevant to its impact on the delivery of the SBA disaster loan program.
Serves as Agency spokesperson at regional conferences, meetings, committees, and working groups to present the organization's message and to ensure seamless integration of incident recovery operations.
IMPORTANT NOTES:
This is a Permanent position, which is a competitive service status position with a full-time work schedule.
If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
A valid driver's license may be required.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
*Experience in long-term recovery for emergencies such as disasters, catastrophes, and/or incidents; and
*Applies a wide range of emergency management knowledge and skills to provide advice, guidance and policy interpretation; and
*Perform emergency management procedures at the state and local level with a specific focus on mitigation, preparedness, or recovery; and
*Provide after action reports regarding disaster, catastrophe and/or incidents to return to normal or near normal conditions; and
*Supports recovery and resiliency efforts for all disaster survivors; and
*Draft task-orientated contingency plans or action plans that integrate an organization's programs with local, state, tribal governments, or key stakeholders.
