Responsible for the installation, operation, and augmentation of on accounting section which records all financial transactions for the following major programs; Medical Care; Contract Hospitalization; Community Nursing Home; Medical Care Cost Recovery; Outreach; Construction; Education and Training, Research and General Post Funds end Revolving Funds. Assists in working with Information Resource Management Service (IRMS) to interface accounting systems software packages with current programs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains accounting system which records all financial transactions for several major programs. Coordinate all inter-station transfers of credits and charges for materials and services. Resolves any difference in inter-office accounts. Analyze and verify reports received from the Processing Center. Plan, initiate and direct the preparation and verification of summary reports developed from accounts records. OR, GS-07 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or Superior Academic Achievement (S.A.A). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study, 18 semester hours is considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains accounting system which records all financial transactions for several major programs. Interfaces accounting systems software packages with current programs. Identify areas which provide opportunities for cost containment, cost reduction and cost avoidance. Provide assurance of compliance with applicable policies. Participates in the internal auditing processes as pertains to Accounting, Obligations, Payments, Reconciliation and General Ledger. OR, GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first (1st) year of graduate level. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for planning, directing, coordinating, and controlling the obligation, payment, reconciliation, and general ledger activities of the Accounting section. Applies accounting and auditing concepts, practices, and techniques to assure proper internal controls are adequate and up to standard. Review audit findings, develop corrective action plans, structure assignments, and assess thoroughness and usefulness of an audit's findings. Analyze, supervise and direct the recording of all transactions in the General Ledger, and Operating Cost Ledger. Provides a complete accounting, on an accrual basis, for assets, liabilities, operating, inter-office and budgeting accounts. OR, GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a 3 years of progressively higher level graduate education leading to a Ph.D. OR, GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond at least 1 year (18 semester hours) of graduate level education beyond a Master's or equivalent degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is primarily sedentary but may require some walking, bending, standing, lifting, stooping, climbing stairs, carrying computer reports, files, manuals and ledgers.
