This position is assigned to the Support Services Office; FFR, JBPHH, HI. The purpose of this position is to manage and control the inventory and disposal of Non-Appropriated Fund (NAF) fixed assets to include Construction in progress, NAF minor property, resale inventories, consumable supplies, Appropriated Fund (APF) purchased property for NAF facilities, all UFM assets, Regional Inventory Tracking Application (RITA) inventory, as well as maintains and tracks Restricted Cash.
Duties

Duties include but are not limited to:
Responsible for the efficient and timely coordination, planning and development of the Region NAF asset management program. Maintains computerized property and depreciation records for all fixed assets, Construction in Progress and minor property within SAP database as well as other computerized databases. Verifies and reconciles SAP records and all asset files for respective operations when appropriate. Controls the assignment of barcode labels and ensures that they are issued to the designated property custodian. Prepare Certificate at of disposition, DD Form 1348 and reviews DD Form 200 and any other related asset forms in accordance with the current operating procedure as well as reply to and Asset Data form requests submissions. Provide assistance in conducting ad reconciling physical inventories annually as well as produce and distribute an SAP report to be utilized by the custodians.
Initiates follow up with respect custodians on all unaccounted items to ensure proper action has been taken. Incumbent has a key role with the set-up of asset shells, documentation of transferred assets and disposition of assets through the DRMO process for the various MWR, CYP & NGIS operations. Position supports the region's objectives by reviewing, developing and recommending plans and procedures for the proper management, inventory and disposition of NAF assets, APF purchased assets, UFM assets and RITA inventory facilitating an organizational change to the asset management culture. Position has oversight withing the various operations to ensure management has internal controls for safeguarding usage of all assets through routine internal audits that includes but not restricted to the processing and inventory listing. Incumbent may review purchase requests of fixed assets and minor property to demine that requests meet procedural requirements. Receives and reviews purchase requestions and obtains additional data if required proper to typing of purchase orders to ensure proper asset requirements are met.
Employee will maintain and track all restricted cash transactions, to include verifying and reconciling SAP database monthly. Incumbent will review purchase request for restricted cash purchases to ensure proper data is recorded. There are times in which construct in progress assets will also be restricted cash, in which position must properly record and track as necessary.
Incumbent will ensure all resale inventories are conducted monthly. Provide assistance in conducting annual resale inventory observation review and reconcile monthly resale inventories to ensure appropriate cost of goods are in compliance with policy.
Works closely with appropriate personnel in the day-to-day operation of the Central Warehouse to include the receiving, issuing, storage, and disposing processes of all assets. Reconcile monthly NAF warehouse inventories.
Performs other related duties as assigned.

Qualifications
Skill and Knowledge Required
Must have knowledge and demonstrates experience in assets management, inventory control procedures, tendering and analysis with government regulations.
Incumbent must have strong analytical skills and ability to plan strategically and develop forward work programs as well as communicate both orally and in writing.
Familiarity of NAF policies and procedures is desirable. Ability to develop sound customer relations with internal and external customers to minimize adverse impact on functional programs.
Ability to establish and maintain effective communication and relationships with others.
Must be able to communicate clearly and effectivley in English both verbally and in writing.
Must meet Federal emplyment suiitabilty requirements and successful completion of backgrouind investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
