This position is in the Support Services Division (SSD) at a VA Regional Office (RO) and the incumbent serves as a senior support services specialist. The purpose of the work is to plan, organize, administer, and ensure adequate administrative support regarding supplies, Personal Identity Verification (PIV), mailroom, timekeeping, continuity of operations (COOP) and facility and fleet management.
Duties
This position is in the Support Services Division (SSD) at a VA Regional Office (RO) and the incumbent serves as a senior support services specialist. The purpose of the work is to plan, organize, administer, and ensure adequate administrative support regarding supplies, Personal Identity Verification (PIV), mailroom, timekeeping, continuity of operations (COOP) and facility and fleet management.
Specific duties include:
Administers administration programs that include records management, property management, supply, procurement, and vehicle fleet management.
Serves as a subject matter expert on all aspects of administrative activities.
Provides management and operating officials advice and assistance on all administrative matters.
With division and station management, assists in the development and execution of the station's annual GOE and Minor Construction budget.
Develops and implements administrative management policies.
Directs operation of the central mail room including direction of the general workflow of written communications for the RO.
Directs procurement, storage, and distribution of all forms and publications to the RO, service organizations, etc. and ensures compliance with RO and CO directives.
Responsible for administration of station motor pool of GSA vehicles in accordance with applicable directives and ensures maximum utilization and maintenance of assigned vehicles.
Ensures surveillance, evaluation, and planning for efficient utilization of facilities and works with appropriate entities for acquisitions, maintenance, and improvements.
Administers the Personal Identity Verification system.
Supervises administrative employees.
Determines training needs of staff.
Advises, counsels, and instructs subordinate employees on work and administrative matters.
Interviews and selects candidates for vacant positions.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold a GS-12 grade (or higher) and the promotion potential of your current position must be at least GS-12.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must meet the below Individual Occupational Requirement for this position.
Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: assisting with facility issues, equipment, service operation design projects, and analysis and assessment of the efficacy of various administrative programs; administering environmental, health, safety, and/or security regulations obtained through tasks including conducting safety and/or security inspections, working with or overseeing a safety and/or security program, or spotting and/or correcting safety and/or security vulnerabilities; and administering and managing identity card programs, including managing paper inventory, issuing cards, supervising role-holders administratively, and issuing cards as appropriate
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position.
