You will serve as an ENGINEER OR SCIENTIST in the Advanced Concepts Division within the Sensors and Sonar Systems Department of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will serve as the Engineering Team Lead and Site Director at Special Mission Ships Activity Cheatham Annex (CAX) working within the NUWC Newport Maritime Surveillance Project. You will provide program direction, oversight risk management, acquisition management and leadership to a multi-disciplined team of engineers and technicians. You will interact with NAVSEA’s PMS-485 Maritime Surveillance Systems (MSS) Office and the MSS Technical Project Manager to establish yearly task assignments, negotiate funding levels, manage workload and provide risk assessment and project status. You will perform a variety of critical tasks in the design, analysis, test and evaluation, development and manufacturing of complex devices and systems in support of US Navy submarine cable systems worldwide. You will participate in the development and execution of large scale cable engineering programs, the conduct of strategic planning for maritime programs and the development of end-to-end systems requirements. You will guide the efforts of task leaders involved in requirements generation, systems engineering and test and evaluation, establishing project technical objectives and approaches including scope, schedule, deliverables and cost. You will plan, organize and direct the engineering change process, deployment, repair, and protection of submarine cable systems. You will serve as a recognized authority and expert consultant on Submarine cables, Ocean Operations, systems engineering, test and evaluation, systems equipment installation, risk management and program management.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electronics Engineer (0855-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
