This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of the Chief Financial Officer, (M/CFO), at the U.S. Agency for International Development (USAID).
Duties
Performs the administrative and human resource management functions relative to the staff supervised.
Provides authoritative and comprehensive advice and assistance to ensure the effective and efficient operation of the Agency’s audit follow-up program and requirements.
Develops, prepares, analyzes, and validates near and long-term budget planning estimates in support of objectives and related work.
Serves as agency expert, overseeing programs that analyze the effectiveness of agency programs with major national missions or functions. Oversees agency programs that make recommendations and resolve precedent-setting issues of program efficiency.
Oversees and manages CFO financial reporting and program budget operations, including documents required by OMB Circular A-11, such as the CFO Financial Management Budget Justification.
Makes decisions about largely undefined issues and elements requiring extensive probing and analysis. Develops, prepares, analyzes, and validates near and long-term planning estimates in support of objectives and related work.
Requirements

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes the ability to: (a) ability to provide administrative and technical supervision to staff to ensure the Agency's compliance with OMB A-50 for analyzing, tracking and audit follow-up of OIG and GAO audits reports; (b) reconcile database information to ensure data integrity; (c) monitor and track due dates for resolving management actions on audit and/or program recommendations; (d) using computer software applications to prepare correspondence, spreadsheets, presentations, and graphs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
