About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Muñoz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.
Duties
Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage and to enforce the security regulations of the installation.
Control access of vehicles and pedestrians to installation, and Verifies identification through use of identification cards, badges, biometrics automated records, vehicle decals, verbal questioning, and other means.
Secure installation from all entry on own initiative or upon notification of alarm or emergency.
Implement enhanced security in the event of bomb, fire, or other threats. Exercises crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations.
Responsible for performing and resolving a full range of both standard procedural and nonrecurring/ unusual visitor access assignments.
Screen all employees, visitors, consultants, and contractor personnel daily, exercising patience, discretion, and diplomacy to determine status of an individual and reason for and location of visit.
Conduct vehicle searches/inspections (to include cargo areas, engine compartments and undercarriages), in accordance with standing operating procedures.
Responsible to confiscate unauthorized or otherwise controlled items, and to detain those suspected of criminal or other illegal activity.
Provide assistance to visitors regarding directions or general information.
Screen all employees, visitors, consultants, and contractor personnel daily, exercising patience, discretion, and diplomacy to determine status of an individual and reason for and location of visit.
Operate two-way communications equipment to summon emergency vehicles and personnel when assistance is needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has been designated "Mission Essential".
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position will require the incumbent to pass the primary physical fitness/agility test (PAT) within 30 days of employment and an annual one thereafter.
- This position requires the incumbent to wear a uniform and /or protective clothing and equipment.
- This position requires certification in the Individual Reliability Program (IRP) in accordance with Army Regulation 190-56.
- This position requires certification in cardiopulmonary resuscitation (CPR) and First Aid training.
- This position requires the incumbent to be proficient in the use of assigned firearms.
- Incumbent must obtain and maintain applicable certification in operating various electronic equipment and sensors.
- Incumbent must successfully complete Security Guard training.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes working in federal, state, municipal, local, or private protective organization performing installation access control, using physical access control equipment, safeguarding personnel, information and critical assets, recording visitor information, and determining whether appropriate authorization for access exists. The definition of specialized experience is typical of work performed equivalent to the next lower grade/position in Federal Service (GS-05).
