Duties
The Department of Energy's (DOE) Office of Clean Energy Demonstration is looking for a dynamic, innovative, seasoned executive to lead the Nuclear Technologies Team, a technology-focused team that will support demonstration projects such as advanced reactor demonstration programs and small modular reactors.
As the Associate Director of Project Management - Nuclear Technologies you will:
Oversee the full range of operational functions to support Departmental efforts in providing world-class project management oversight for clean energy demonstration projects to ensure that the Department's investments accelerate deployment, market adoption, and the equitable transition to a decarbonized energy system.
Direct organizational activities and frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
Set internal control standards for effectiveness, efficiency, and productivity and assesses organizational policy, program, and project viability.
Determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.
Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of managers and technical experts necessary to ensure the success of the projects.
Provide advice and support to senior OCED and DOE leaders on Project Management initiatives and nuclear technologies engineering.
Initiate programs and/or projects, conducts evaluation studies, and recommends new policies and programs for improving OCED Project Management capabilities.
Represent DOE leadership and senior OCED leadership within and outside DOE as a senior agency official in meetings with industry, universities, national laboratories, and representatives of domestic and foreign governments concerning Project Management programs that impact the programs overseen and negotiates arrangements pertaining to program logistics, pace, and funding.
Lead and coordinate Project Management efforts with public and private stakeholders to provide world-class project management oversight for clean energy demonstration projects to ensure that the Department's investments accelerate deployment, market adoption, and the equitable transition to a decarbonized energy system.
Qualifications

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Demonstrated experience in managing/overseeing large, complex nuclear-related projects. Proven ability to deliver high-profile and difficult projects within tight deadlines and budgets using sound program and project management principles.
MTQ 2: Demonstrated capabilities in project management principles involving nuclear technology projects.
MTQ 3: Demonstrated experience building and leading a matrixed, diverse team to support deployment of high-profile projects.
