This position is in the Veterans Benefits Administration, Fiduciary Hub at the Columbia Regional Office. The Management Analyst is primarily responsible for performing analytical studies on various programs and operations within the Fiduciary Hub to determine their effectiveness and efficiency. The incumbent participates in program and systems development and is responsible for coordinating changes and improvements of new standards and systems among program heads.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experiences GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: is defined as work that involves (1) Uses computer systems or applications to collect, compile, and organizes information; (2) Provides technical advice in subject matter area to others and (3) Analyze or interpret data or other information. Education: Applicants may substitute education for the experience required for the GS-9 level. Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. OR, Combination: Applicants may also combine education and experience to qualify at the GS-9 level: A combination of graduate-level education and experience, as described above, must have equipped the applicant with the necessary knowledge and/or experience to successfully perform the duties of this position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: is defined as work that involves (1) Evaluating programs and their functions; (2) Recommending improvements in procedures, work methods, and/or organizations and (3) Implementing changes to programs/business lines. OR, Education: Applicants may substitute education for the experience required for the GS-11 level. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the competencies necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at the GS-11 level: Equivalent combinations of specialized experience and PH.D. graduate education. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings. The work does not require any special physical effort. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications.
