The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.
NCTC's Directorate of Intelligence (DI) is seeking a collaborative and innovative officer to serve as the Chief of the Tradecraft Cell in the DI's Analytic and Multimedia Production (AMP) Group. This person will oversee a team of subject-matter experts in analytic tradecraft and editorial review who work with analysts and a range of other NCTC and Intelligence Community (IC) stakeholders to enable the delivery of rigorous, well-argued, and impactful finished intelligence products and to strengthen analytic tradecraft skills across and beyond NCTC.
Develop and lead a team of senior analytic tradecraft reviewers who work with analysts, designers, cartographers, and IC stakeholders to ensure expert application of analytic principles and tradecraft. Assess performance, collaborate on and oversee goal setting, and provide feedback on personal and professional development.
Work closely with AMP management to monitor progress of products, looking for opportunities to innovate to improve both the sophistication of NCTC's analytic tradecraft and the efficiency of our production processes.
Identify and monitor trends in analytic standards in NCTC/DI production. Work with tradecraft reviewers and DI managers to ensure consistent high quality of tradecraft in finished production.
Lead corporate initiatives on analytic tradecraft and represent NCTC/DI in meetings and forums to address tradecraft- and production-related issues within the Directorate, Center, and IC.
Ensure continuity of team operations by guaranteeing that the team is equipped with the tools and expertise required to meet future customer office and mission needs.
Qualifications
Mandatory Requirements:
Previous experience reviewing finished intelligence products for analytic tradecraft and substance. Superior knowledge of and ability to apply the principles of analytic tradecraft, including Intelligence Community Directive (ICD) 203.
Superior analytic and critical thinking skills, including a superior ability to think strategically.
Superior knowledge of high-priority intelligence issues and items of interest to intelligence publications' customers.
Superior interpersonal, organizational, negotiating, and problem-solving skills, including a superior ability to work effectively both independently and in a team or collaborative environment.
Confidence and effectiveness in working with government officials, including senior Office of the Director of National Intelligence (ODNI) officers.
Superior ability to provide clear, constructive feedback on both analytic writing and work performance.
Superior time management skills, the ability to prioritize tasks with competing deadlines, and superior ability to work effectively under extremely tight deadlines.
Desired requirements:
Familiarity with NCTC and/or IC production processes.
Experience working with and coordinating the activities of staff and contractor teams.
Thoroughness and a sharp eye for detail.
Willingness to innovate. The ability to identify opportunities to improve on existing capabilities and practices and to follow through with practical, collaborative, and creative solutions.
Strong mentoring and coaching skills-particularly related to writing or analytic tradecraft-and experience providing guidance to other officers, including managers.
Generally, eight or more years of related work experience.
Education
Bachelor's degree.
