The Fiduciary Hub Manager directs the Fiduciary Program that performs technical, administrative, investigative, and professional work. The Hub Manager provides leadership and direction to the Hub and coordinates its activities with other Fiduciary Hubs, Regional Offices, and Divisions within the Regional Office.
Duties
Directs the Fiduciary Program that performs technical, administrative, investigative, and professional work.
Maintains the highest technical and professional authority in the area of difficult and complex fiduciary issues to make final decisions or commit the Federal Government to unusual liability.
Implements the law, policies, and procedures by means of supplemental directives, interpretations, and procedural instructions; resolving and making final determinations on questions of interpretation of regulations, precedent decisions, instructions, and other controlling guidelines; providing for uniform understanding through training conferences, informal discussions, and instructional memoranda.
Manages the expansive and multifaceted fiduciary program through a team of supervisors.
Oversees the conduct of field investigations for fiduciary matters and determines fiduciary arrangements that range from court-appointed guardianship to VA appointed federal fiduciaries.
Ensures Veterans are in receipt of the full range of VA benefits to which they are entitled and other related benefits, to include Federal, State, and local assistance programs.
Manages the investigations into the misuse of Veterans' and beneficiaries' funds that can amount to hundreds of thousands of dollars and encompass multiple Veterans serviced by corporate fiduciaries.
Recommends removal of fiduciaries to State court when misconduct or misuse are determined.
Ensures onsite reviews of all appropriate fiduciaries to determine if payee is satisfactorily performing duties, defer potential misuse, conduct training, and reinforce VA principles, and maintain open communication with third parties that have responsibility for large number of Veterans or are responsible for annual benefits totaling in excess of $50,000.
Coordinates with other Federal, State, and local agencies, Courts, Office of Inspector General, VAMCs, SSAs, etc. in each state severed by the hub to ensure veterans and beneficiaries are protected and cared for by appointing bonded fiduciaries, scheduling field examinations for initial appointments and Fiduciary benefits or follow-up examinations.
Responsible for the establishment and control of all VBMS Fiduciary Files.
Devises or approves local procedures or improved work methods to provide more efficient and economical operation.
Controls the staffing of the Hub and considers anticipated future needs and plans for training of employees to fill those needs.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Maintaining the highest technical and professional authority in making final decisions in the area of difficult and complex fiduciary issues to make final decisions (2) Implementing the law, policies, and procedures by means of supplemental directives, interpretations, and procedural instructions and resolving and making final determinations on questions of interpretation of regulations, precedent decisions, instructions, and other controlling guidelines (3) Ensuring veterans are in receipt of the full range of VA benefits and other related benefits, to include Federal, State, and local assistance programs to which they are entitled (4) Providing administrative and technical supervision and directing, organizing and overseeing program operations through subordinate supervisors and/or staff.
Education
There is no educational substitution for the GS-15 level.
