This developmental position, located in the Connected Care Service Line, Prescott, AZ, NAVAHCS, composes a career ladder structure to the full performance level of a Program Analyst. This position is to support Connected Care in meeting Office of Connected Care development, implementation and quality initiatives and assist in the development of all business, technical and clinical processes in development of Connected Care programs across NAVAHCS.

Duties

The incumbent will work in close collaboration with various stakeholders such as: Connected Care teams and workgroups, NAVAHCS Service Lines, the VA Office of Information & Technology (Ol&T), Biomedical Engineering, Telehealth Management Platform (TMP) System National Workgroup, National Office of Connected Care Quality Team, National Telehealth Technology Team, external Telehealth vendors, VISN Leads and Clinical Resource Hubs. The incumbent will work with the technology and clinical workgroups to ensure that correct specifications are developed for metrics and that such routine data is captured and distributed. The medical care technologies VA is employing is to enable Connected Care to collect the routine metrics that provide information on the status of the technology, levels of clinical activity, and compliance. Major duties include but are not limited to the following: Supports NAVAHCS Connected Care in the development, implementation, and maintenance of the Telehealth Management Platform (TMP). Will work with National teams and VA Vendors to develop processes and standard operating procedures for systems involved in TMP, VVC and other technical, business and clinical systems that support the care of Veteran patients using Telehealth and Connected Care technologies. Develops processes and standard operating procedures for systems involved in TMP, VVC and other technical, business and clinical systems. Establishes TMP data input and data maintenance, including but not limited to telehealth resources, sites, users, Telehealth Service Agreements, and technology. Performs analysis of the TMP system for effectiveness of control systems and operating programs, audits for data accuracy, internal control reviews, and compliance and performance metrics. Develops and submits reports using a variety of software, technology and business packages and applying judgment in selecting the most appropriate technology, business and clinical software type. Assists with the development of and provides ongoing support for TMP scheduling system procedures for workload reporting purposes. Assists with developing and maintaining TMP and other training materials, guidance and updates (e.g., for facility Telehealth program support). Supports the creation, development, implementation, and maintenance of the Connected Care Sharepoint site to include end-user resources, data management, training tracking, and other service line documentation needs. Develops policies and protocols for delivery of telehealth applications. Utilizes data analysis to identify and recommend ways of eliminating, combining, simplifying or improving procedures and processes. Reviews information, applies advanced analytical techniques, and develops recommendations to improve customer service and meet organizational objectives. Responsible for the completion of quality management functions within telehealth which requires specialized technical expertise in using programs such as VSSC, V-Signals, and Telehealth Quality Dashboards. Maintains oversight of telehealth clinics and consults to ensure compliance with coding, naming conventions, and adherence to applicable business rules. Expert skill in understanding and navigating multiple administrative and clinical systems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Examples of specialized experience would typically include, but are not limited to: gathering, analyzing, and evaluating data and information, managing daily reports, handling inquiries and incoming work requests, updating and maintaining databases, checking and entering date and sending emails. EVIDENCE OF YOUR EXPERIENCE MUST BE DETAILED IN YOUR RESUME TO RECEIVE FULL CREDIT. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 year of graduate-level education that has provided you the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required) OR, Superior Academic Achievement (SAA): Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. SAA is described further in the Education section of this announcement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond a bachelor's degree. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience planning, organizing and developing programs; adapts analytical techniques and evaluation criteria to determine operational effectiveness; gathering information and consolidating into reports and making recommendations to management for modification or improvement on processes and/or procedures based on analytical results; applying qualitative and quantitative techniques to analyze program requirements to improve the effectiveness and efficiency of program operations. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
