Duties

Creates, writes, and distributes a wide variety of materials to communicate information about BLM issues, programs and activities to key publics. Drafts advice for supervisor on public affairs policies and procedures. Identifies issues and actions contained in plans and programs that should receive public affairs emphasis to supervisors. Drafts and maintains factual issue papers on all significant issues for use by supervisor. Participates during the planning and development of proposed actions. Drafts public affairs plans, and strategies designed to inform the public about issues or projects. Assists in coordination and/or production of plans and materials to support public affairs plans or to inform and involve various public in BLM programs and activities. Assists with public activities as needed, including scoping meetings, special events and VIP visits. Coordinates with and assists subordinate offices with the same. Assists in establishing and maintain effective working relationships with radio, TV, and print media representatives. Works with media representatives to promote timely, accurate and when possible, positive, news coverage. Performs routine news clip analysis, bringing to the attention of the supervisor or higher graded employee matters which require public affairs emphasis or attention. Serves as a specialist for digital (website and social) media management, strategies, and plans related to the full range of BLM programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-11, you must meet one of the requirements described below: Specialized Experience: One (1) year of specialized experience equivalent to at least the GS-09 level or pay band in the Federal service that includes performing the following duties: Writing and developing articles, feature stories, news releases, and social media posts; composing reports, talking points, briefing packets and power point presentations; planning, designing, and preparing visual informational material (i.e., infographics, brochures, or interpretive panels) related to a program. Analyzing and evaluating data and making appropriate recommendations. Developed interpersonal relation skills sufficient for establishing and maintaining effective working relationships with diverse audiences and the media. OR Education: You must have completed a Ph.D. or equivalent doctoral degree or 3 years of education leading to such a degree. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for the GS-12, you must meet the requirement below: Specialized Experience: One (1) year of specialized experience equivalent to at least the GS-11 level or pay band in the Federal service that includes performing the following duties: Writing, developing and finalizing articles, feature stories, news releases, and social media posts; composing reports, talking points, briefing packets and power point presentations; planning, designing, and preparing visual informational material (i.e., infographics, brochures, or interpretive panels) related to a program. Developing and executing communications plans and strategies. Providing guidance and oversight on communication programs. Communicates in a timely fashion with diverse audiences and the media and establishes and maintains effective working relationships. Analyzing and evaluating data and making appropriate recommendations and implementing plans to resolve public affairs programs in various program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
