Duties

As a Management and Program Analyst, you will perform the following duties: - Utilize technical expertise and provide advice based on established workforce management procedures and guidelines in consultation with the Office of Human Capital Services (OHCS) to internal and external stakeholders on Human Capital Management issues related to staffing/recruitment, classification/position management, performance management, workforce planning and organizational effectiveness. - Identify procedural problems in various personnel management areas and use quantitative or qualitative methods to conduct detailed analyses to make recommendations for improvement in operations. Conduct cost comparison and benefit studies of current or projected human resources related program and initiatives. - Research current or new management practices for application to assigned areas and works with customers to develop new methods, organizational structures, and management processes based on findings. Identify, analyze, and evaluate new or revised personnel related policies to determine their impact on customers. Work with offices to implement and/or coordinate changes. - Provide support to management by overseeing various personnel management areas: Serve as the first point of contact to submit, manage, and track human resources recruitment and personnel action requests; handle inquiries from employees, and advise on processes, procedures, and requirements to management. Track the status of recruitment and other human resources actions for progression and completion. Work directly with the human resources office to resolve issues.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-03 or GS-11 equivalence: Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-9 in the Federal service. Specialized experience MUST include all of the following: - Analyzing and evaluating personnel related issues, policies and regulations and providing management with recommendations, proposed solutions and guidance for improved program practices or operations; and - Serving as a human resources liaison to provide programmatic and operational support to management in various personnel management areas to include submitting and tracking recruitment and personnel actions, running personnel data, reports and inquiries in automated systems, responding to personnel related inquiries, and coordinating staff training. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of 2 years is qualifying for combination.

  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.
