About the Position: Performs a variety of budgetary and administrative functions in implementing the budgetary program, policies, and procedures for assigned portions of the overall depot budget.
This position may be filled at the full performance GS-11 level or at the developmental grades of GS-09 or GS-07.
Duties
Researches, compiles, and summarizes data concerning personnel salaries and expenses and similar object-class information rendered for formulation of budget estimates.
Prepares budget schedules and reports for summation at depot level to establish depot priorities and objectives, as compared with the priorities and objectives of higher echelon.
Analyzes budgetary and financial data and staffing plans submitted by managers for consistency with financial plans, policies, and timetables of the depot.
Reviews and analyzes actual expenditures of assigned segments, as opposed to prior projections and estimates.
Interprets budgetary regulations and guidance received from higher echelon.
Reviews requests for allotments of funds and assures the validity and justification of requests for allotment. Certifies funding requests for propriety and availability.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain Financial Management Certification Level I within 24 months of appointment to the GS-07.
- Must obtain Financial Management Certification Level II within 24 months of appointment to the GS-11.

GS-07 Specialized Experience: One year of specialized experience which includes reviewing, extracting, compiling, and/or summarizing financial obligations or expenditures for budget or program status reports; verifying accuracy of costs or projected costs of line items and entering data into standard forms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-09 Specialized Experience: One year of specialized experience which includes 1) assisting in the formulation and development of an organization's annual operating budget; 2) monitoring the use of an organization's funds to assure that obligations incurred and resulting expenditures are in accordance with existing laws and regulations; 3) reviewing estimates of an organization's annual funding needs; and 4) experience using automated financial accounting systems in the budgetary process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
GS-11 Specialized Experience: One year of specialized experience which includes performing a variety of budgetary and administrative functions required to formulate, justify, and monitor the execution of a budget plan. Experience in applying commonly used budget and finance principles, practices, and methods of budget execution and determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience utilizing various automated accounting systems to perform duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR Education
GS-07 Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. [Note: Remove the words "such as that identified in Education above" if the position you are filling does not require education in specific fields found in an Individual Occupational Requirement.] Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting or finance (Note: You must attach a copy of your transcripts.).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting or finance (Note: You must attach a copy of your transcripts.).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
