Duties
Leads or conducts complex studies and analyses of Accounts Payable operations and systems.
Provides expert advice in the design and development of procedures to resolve complex and/or abnormal entitlement and accounting relationships.
Analyzes the impact of significant commercial pay events in multiple DoD payment source and interface systems.
Provides management and operating officials with the necessary analyses, projections, and policy interpretations on diverse commercial pay issues.
Plans and oversees the design of specialized programs and Accounts Payable requirements.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing detailed analysis of budget, program requirements, billing and revenue, cost analysis, agreements, business operations, and workforce management; conducting operational reviews of resource management; analyzing and evaluating reports from multiple financial systems; making and implementing recommendations to improve reporting requirements.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS 12 and above: Education is not substitutable for specialized experience at this grade level.
