Serve as an expert information specialist, responsible for providing evidence-based information to support patient-centered care. The Librarian manages the day-to-day Medical Library Services which includes cataloging, medical literature and working with staff and visitors with referencing material, user instruction/orientation, and program responsibility.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: 3-5 years experience in a Medical Library. Experience using the web sites PICO Portal or Covidence for scoping and systematic review is desirable. Experience with the creation and maintenance of web sites, especially SharePoint is highly desirable. Individual Occupational Requirement (IOR): For positions in this occupational series, you must meet one of the following basic requirements which includes experience and education in library science. Completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (TRANSCRIPT REQUIRED) OR; Completed a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (TRANSCRIPT REQUIRED) The Individual Occupational Requirement (IOR) above must be met to be eligible. After meeting the IOR above you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintain statistical records of the library's usage, and ensuring all equipment is working properly; Conduct computer literature searches, utilizing library resources and the Internet; Train Visitors in use of library databases, career search and development software; Experience as medical or hospital patient librarian with collection development experience; Perform duties using bibliographic databases and other electronic resources using their unique search syntaxes to locate information contained in books, journals, and government publications; Experience using the web sites PICO Portal or Covidence for scoping and systematic review is desirable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education or master's in library science. You will be rated on the following Competencies for this position: Contracting/ProcurementCustomer ServiceTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
