The Lead Medical Technician works in the Blood Draw Clinic of Pathology and Laboratory Medicine Service (PLMS) at the Minneapolis VA Health Care System. The Lead Medical Technician provides administrative support and technical direction to the staff of the Blood Draw Clinic and is responsible for the day-to-day running and scheduling of the clinic. The Lead Medical Technician will also train new employees, military service members, nursing staff, and others that require training.

Duties

Major duties include, but are not limited to: Oversee the competencies for the phlebotomists that are required for laboratory accreditation. Responsible for strict adherence to standards/procedures for proper collection and handling of specimens. Responsible for ensuring staff follows all standards and procedures. Performs basic laboratory testing on samples. Collects specimens in hospital rooms, extended care rooms, and outpatient clinics; collection may be performed in emergent situations. Identifies tests that require special handling conditions and appropriately performs proper specimen collection. Leads a team of employees performing work at the GS-3/GS-4 level; provides guidance and technical direction for accomplishing this work; works closely with the supervisor to ensure the best possible care for the patients. Continuously monitors workload and redistributes staff to areas with a higher workload. Answers questions from staff and resolves simple complaints from staff. Participates in interview panels and selection of potential phlebotomy personnel. Operates pneumonic tube system to transport specimens to the main laboratory. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. To qualify for this position at the GS-5 level, you must meet one of the following: EXPERIENCE: At least one (1) full year of specialized experience, equivalent to at least the GS-4 grade level, that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. ~OR~ EDUCATION: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
