The primary purpose of this position is to serve as an Operations Coordinator for the Defense Language Institute English Language Center (DLIELC) as a passport/visa agent; to conduct in- and out-processing actions, and deployment/redeployment actions for Mobile Training Teams deployed around the world as part of the Defense English Language Program.
Duties
Serves as a DLIELC Passport Agent in accordance with Department of State (DOS) and (DOD) regulations.
Initiates and coordinates required information and documentation needed to process personnel for deployment to and from CONUS/OCONUS sites to ensure that teams comply with DOD, Air Force and Theater directives.
Prepares reports, correspondence and other documents concerning the nonresident mission to include reports for higher headquarters by independently maintaining information on all DLIELC personnel.
Serves as a Unit Manager (UM) for the Personnel Recovery-Isolated Personnel Report (ISOPREP) program for DLIELC personnel deploying to OCONUS assignments.

- Employee must obtain a UDM appointment by successfully completing ISOPREP Management Training.
- Employee must possess tact, discretion, and diplomacy due to the high-level military implications of this program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes using directives and procedures to examine and process applications received; use of transportation and travel regulations and policies, including appropriate terminology, to answer customer questions and provide information regarding policies, regulations, filing, and procedures; processing legal documents used in the passport/visa application process, and the ability to recognize discrepancies with submissions of documents; and maintaining, gathering and summarizing information from files, databases, and documents, preparing reports and correspondence in order to respond to inquiries.

EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of complex procedures to deploy personnel to numerous OCONUS locations, including Combat Zones.
Ability to acquire and maintain a secret clearance.
Ability to successfully complete Passport Agent Training in order to obtain required Passport Agent Certification.
Ability to acquire access to SIPRNET and be appointed PRMS/ISOPREP Unit Manager.
Skill in communicating effectively, both orally and in writing, demonstrating tact, discretion and diplomacy. Ability to demonstrate sound judgement, initiative, and a high level of professional and technical competence. Ability to plan, organize, work, and meet deadlines.
Ability to prepare and maintain a variety of documents and, records (e.g., passport and visa requests/justifications, COCOM/country/special area clearances, historical information on deployments, timecards, etc.) and assemble and compose reports and responses to inquiries.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
