This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Ice Harbor Lock and Dam, Burbank, WA. The Dam is operated by the US Army Corps of Engineers and is situated on the Snake River. Duties

Supervise, direct, schedule, and/or perform all maintenance and repair of project facilities and equipment. Supervise maintenance and repair activities for recreation areas. Plan the use of subordinate workers, equipment, facilities, materials, and tools. Assign work to individuals and provide technical direction and/or help in accomplishing difficult work processes. Inspect completed work for quality and work order requirements. Develop performance requirements and individual development plans, counsel employees on performance, and formally appraises work performance. Ensure safe work practices and enforce environmental safety regulations. Prepare and execute a preventative maintenance program of project facilities, vehicles and heavy equipment. Inspect facilities to ensure they operate properly and are in good repair. Gather data to determine cost effective options to resolve facility maintenance deficiencies. Assign and schedule work to be accomplished by hired labor and/or small construction contract. Prepare requisitions, cost estimates, and justifications to procure equipment and supplies. Coordinate contracted maintenance and repair work. Perform non-supervisory trades and labor work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Pre-employment physical is required.
  • Valid state driver’s license required.
  • Must be able to obtain and maintain a U.S. Army Corps of Engineers boat operator license within 12 months after initial appointment.
  • A supervisory position requires completion of a one-year supervisory probationary period for first time supervisors to provide the agency with an opportunity to assess supervisory performance.
  • This position requires Heavy Lifting of up to 45lbs.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE SUPERVISOR without more than normal supervision. Experience leading a work team with minimal supervision. I am able to plan and independently perform tasks in the areas of maintenance, plumbing, carpentry, heavy equipment operation and operating and maintaining pumping plants and irrigation systems. I am able to work as part of a crew and to assume responsibility for leading in the accomplishment of tasks. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Administrative functions are primarily performed in an office setting adjacent to the project maintenance facilities. Work requires some continual walking, standing, climbing ladders and scaffolds, and stooping and bending. Equipment operation work requires arm and leg movements to operate controls. Moderate to heavy physical effort is involved, frequently lifting, moving, and carrying items up to 50 pounds while loading and unloading cargo, handling heavy equipment, parts, tools and materials. WORKING CONDITIONS: Works inside and outside, exposed to all weather conditions. Exposed to loud noise levels, vibration and jolting while operating engineering equipment, motor vehicles, and tools and equipment of the various trades led/performed. May be exposed to poisonous insects, reptiles and plants. Subject to injury from falls, overturning of tractor and equipment, vehicular accidents, loading and unloading cargo, or from hand and power tools used. Subject to electrical shock, cuts, bruises, insect bites and stings, scrapes, burns, infections, and broken bones. Life jacket worn at all time while operating work barge and work boat.
