This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel (9905) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Industrial Hygienist for the District under the direction of the Safety and Occupational Health Manager, planning, executing, and administering a comprehensive industrial hygiene program for areas and locations within the District's footprint.

Duties

Provides professional expertise in areas of work characterized in diverse worker population, varied work processes, and frequent changes in operation which often involve moderately complicated to undefined health hazards. Anticipates, recognizes, and assesses exposure risk to employees, contractors, and public through the development and performance of site and situation specific technical sampling techniques. Performs environmental and personnel sampling and investigations to identify and evaluate the nature and extent of occupational health hazards and the effectiveness of existing control measures. Conducts and/or directs comprehensive surveys, and evaluations to evaluate health and safety and environmental hazards using knowledge of Industrial Hygiene (IH) concepts. Monitors program effectiveness to ensure that employees working with or exposed to hazardous materials have received the necessary training. Recommends engineering or administrative controls where appropriate and provides training on the proper implementation of controls.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to observe established safe working procedures; and, wear mandatory appropriate protective clothing and/or equipment provided to minimize or eliminate hazardous conditions.
  • A pre-employment physical is required; and, additional follow-up physical exams are required every two (2) years.
  • Must be able to obtain and maintain a valid driver’s license.
  • This is a Financial Management Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the basic requirement listed in Education, to qualify for this position you must also meet the qualification requirements listed below. Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes performing inspections and/or surveys to measure the effectiveness of existing control methods; preparing reports from completed inspections and/or surveys; and researching industrial hygiene technical publications, materials, guidelines, and/or procedures.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: industrial hygiene, occupational health sciences, or a related science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12: Specialized Experience: One year of specialized experience which includes interpreting survey and/or sample results to ensure compliance with established procedures; advising and/or recommending on industrial hygiene matters to prevent or minimize health hazards; and developing updated preventive measures to minimize potential health hazards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Basic Requirement for Industrial Hygienist:
Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technicology (ABET) as a professional engineering curriculum.

Certification from the American Board of Industrial Hygiene (ABIH).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
