Duties

The Department of Energy's (DOE) Office of Fossil Energy and Carbon Management - Headquarters is looking for a dynamic, innovative, seasoned executive to lead and support the research, development, demonstration, and deployment (RDD&D) of carbon management technologies, such as point source carbon capture to decarbonize the electricity and industrial sectors, carbon transport and storage, carbon dioxide (CO2) conversion, and technological CO2 removal (CDR). The Office strategizes and directs federally funded RDD&D while minimizing environmental risks, enhancing regulatory certainty, and building public confidence. As part of its carbon management portfolio, the Office also develops hydrogen technologies and several integrated carbon management technologies such as advanced materials, sensors and controls, and advanced simulation. As the Deputy Assistant Secretary for Carbon Management you will: Manage highly leveraged cost-shared cooperative agreements in advanced coal-based power generation technologies to increase the investment in carbon management technology. This duty requires a comprehensive knowledge of fossil fuel programs, market needs for clean technologies and utilization, and large-scale project management techniques. Manage the development, direction, coordination, implementation, and evaluation of strategies, technical priorities, economic issues, and RDD&D solutions relating to carbon management technologies listed above. Collaborate with the DAS and teams in the Office of Resource Sustainability on crosscutting topics such as methane mitigation from the extraction of fossil fuels (e.g., coal, oil, and gas). Engage with the Energy Jobs Office, Indian Energy Office, and other Department of Energy (DOE) stakeholders on coal and power plant transition strategies. Manage the Office's activities to develop and coordinate strategies, priorities, and plans with other Federal, state, and local agencies, and other external partners to assure relevance to Federal carbon management programs. Includes providing direction of the interaction with key internal and external constituencies, both in the United States and internationally; identifying emerging issues in policy, regulation, legislation, public interactions, and broad industrial activities; and developing and promoting international partnerships for the deployment of emerging technologies related to greenhouse gas abatement. Coordinate and cooperate with other segments of the Department, other agencies, private industry, and academic institutions in the execution of research and development programs which promote further development of the technology base in the private sector. In this connection, the incumbent must have the demonstrated ability to deal effectively and persuasively with top-level representatives from government, industry, and academia. Provide advice and assistance to the Principal Deputy Assistant Secretary (PDAS) for FECM for overall programs related to coal, sequestration, hydrogen, and power technologies. In this respect the incumbent reviews and/or evaluates proposals and recommends changes, adjustments, or alternatives within the scope of his programmatic responsibilities. EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated leadership experience overseeing cross-cutting operations for a government or industrial organization conducting large scale field research and development activities. Experience includes a) directing program planning and strategic plan development; b) managing procurement, contracts, grants, and cooperative agreements; c) establishing program performance metrics and conducting program reviews; and d) managing international collaborations, analysis projects, and interagency coordination efforts for one or more major programs involving carbon management, and energy and power generation, conversion, and processing activities. MTQ 2: Demonstrated experience applying broad knowledge of current and emerging energy and climate issues to the development of strategic performance objectives, quality metrics, and conducting technical and financial reviews of research and development programs related to carbon management and/or complex energy systems. MTQ 3: Demonstrated experience managing and executing major research and development programs which led to the development and integration of advanced technology solutions with new energy technologies, sources, and infrastructure.
