The primary purpose of this position is to utilize logistics expertise to develop, implement, direct, and/or function as the manager of the logistics management operation of Concepts, Development & Management (CDM) Office Logistics.

Duties

Provides leadership, oversight and advice about business processes and performance/efficiency of organizational logistics for CDM. Senior technical advisor for logistics readiness and inventory accountability. Represents Directors and Functional Managers for logistics readiness issues at senior level management meetings for the organization and at conferences with DoD, US Army, Navy, USAF and other agencies as directed. Oversees and manages GSA leased vehicle fleet, including government vehicles and materials handling support equipment at CONUS and OCONUS locations.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • The work will require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
  • Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.

  • Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes.
  • Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment.
  • Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, subsystem, or equipment.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Concepts, Development, & Management (CDM) sufficient to plan and execute a complex and difficult product support program; and to apply new developments to issues for which previous techniques are frequently inadequate. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include: property book officer, general shipping and receiving; cargo movement via commercial, US embassy channels & DoD service components; supply chain management; equipment and vehicles management; warehousing; Disposal of excess property; civilian government personnel deployment planning/outfitting (logistics); personal property accountability, R&D Program government furnished equipment accountability; logistic planning; and organizational policies and procedures development. 2. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3. Skill in analyzing issues and formulating solutions to complex problems. 4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 5. Knowledge of security practices for ensuring the safeguarding of classified information and materiel. 6. Knowledge of contractual processes, procedures, and technical requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
