This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest.
Duties
Serves as Project Manager and Team Leader, responsible for the overall management, control, coordination, and execution of civil works related projects, applying an extensive knowledge of project management process.
Integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations
Establish responsibilities, set expectations, develop, control and manage assigned project budgets and schedules to assure that District commitments to the sponsor/customer are met.
Manages the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects.
Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost based on performance trends, forecasts schedule, budget, manpower, or quality problems.
Represents the Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, Federal, state, and local government agencies, Congressional interests, other external organizations, and higher authorities.
This position will perform duties as a Project Manager

- This position requires the incumbent obtain/maintain a valid state issued drivers license for the duration of employment.
- This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, annually.

Basic Requirements for Project Manager - Interdisciplinary
0020 Series:
A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

0110 Series:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

0801, 0810, 0819, 0830, and 0850 Series:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design.

0808 Series:
A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

1301 Series:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
