About the Position: Will serve as Spec Writer Engineering Technician (CIVIL) Management Branch, Reserves Section, Engineering Division, Louisville District, U.S. Army Corps of Engineers. Duties

Develops specifications for the various projects assigned to the District, and for the coordination of, and correlation with, related functions within Engineering Division. Maintains and updates the front end and technical master specifications that have been developed for the District, or programs managed by the District, such as Reserves. Utilizes web-based Quality Assurance Management Systems (such as DrChecks) for review documentation. Works in close conjunction with the Design and Management Branches for master specification preparation as well as for specific projects. Consults with design engineers to address conflicts between specification and designs, especially where designs have been modified to reflect changes in scope. For construction contracts, requests wage rates be obtained citing necessary trades, drafts and coordinates advance notices to bidders, and prepares draft DD-1354 documents.. Participates in Responds to Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) and Independent Technical Review (ITR) comments in DrChecks in a timely manner and makes appropriate revisions to specifications.

Specialized Experience for GS 11: One year of specialized experience which includes expert knowledge of the Dr. Checks software and training others in its use, independent management of design submittal reviews utilizing the Dr. Checks software, administration of contract task orders, and reviewing engineering work products, pay estimates, and expense reports independent of supervisor direction; providing comments on engineering submittals with recommendations for improvement; preparing Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) packages and processing independently through routing and approval; providing expert advice on availability of Indefinite Delivery/Indefinite Quantity contract capacity, managing capacity reservations, and tracking remaining capacity; preparing solicitations for advertisement and advising on how to handle unique solicitation challenges; possession of an expert knowledge of SPECSINTACT software; developing new specifications and preparing and maintaining up to date master specifications in SPECSINTACT software; and analyzing new requirements for the aforementioned duties, developing new, efficient processes to achieve compliance, and communicating to the organization for implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
