You will serve as an ELECTRICAL ENGINEER in the NAVAIRWARCENADLKE, ALRE Department, Ford-Class Launch & Recovery Division, EMALS/AAG Electrical Branch (BL11300) This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will analyze electrical/ electronic system or equipment malfunctions to evaluate and recommend repairs required to restore to operational readiness and specification and technical requirements. You will participate in meetings to brief management and program managers on project results, status, and potential problems. You will resolve technical conflicts involving unique situations with aircraft or weapons systems You will develop written electrical engineering studies in support of the functional and operational requirements of the project. You will develop test procedures or methods to evaluate electrical or electronic system requirements or performance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional ELECTRICAL ENGINEER 1) Analyzes data related to electrical/electronic systems and prepares comprehensive and detailed technical reports with findings, recommendations and conclusions for review by the team leader/supervisor. 2) Conducts background literature searches, analyzes problems involved, and selects lines of approach and alternatives to attain objectives. 3) Provides supervisor with detailed reports and information relative to assignments including accomplishments, risks, technical barriers, questions of policy or procedure, problems encountered, and resolutions. 4) Analyzes electrical/electronic systems to include voltages, currents, signals, wave forms, and adequate/proper interface to computers, programmable logic controllers (PLC), or complex programmable logic devices (CPLD). 5) Experience working with power systems between 400V and 13.8KVA. 6) Prepares, updates, and/or provides input for a variety of engineering documentation and applies skills to collect, organize, analyze and present information related to the current and future program workload GS-12 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional ELECTRICAL ENGINEER 1) Planning, designing, and carrying out programs, projects, and studies in order to develop and support electrical/electronic systems. 2) Conducting extensive investigations and analysis of undefined factors and conditions to determine the nature of the problems to devise a solution relative to troubleshooting, fault identification, repair, and testing of electrical/electronic systems. 3) Analyzes electrical/electronic systems to include voltages, currents, signals, wave forms, and adequate/proper interface to computers, programmable logic controllers (PLC), or complex programmable logic devices (CPLD). 4) Experience working with power systems between 400V and 13.8KVA. 5) Communicating effectively to convince or settle matters involving controversial issues; 6) Mentoring engineers on design, development and sustainment in order to lead projects. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0850 series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
